for firms to furnish architectural and engineering services during
1999, and serveral years thereafter, but not to exceed five years
total. These services are required for various minor projects
(typically less than $1,000,000 construction cost). Architect and
Engineering Services include, but are not limited to, the preparation
of engineering task plans, engineering and drafting, environmental
design, assessments and remediation and construction management
services. These services are required for the rehabilitation and
modification of new and existing research and institutional facilities
and systems in support of the NASA Glenn Research Center (GRC),
Cleveland, Ohio and the Plum Brook Station, Sandusky, Ohio. Engineering
and Environmental Services may include heating, ventilating and air
conditioning systems, plumbing and sewer systems, gas systems, research
and institutional process systems, test equipment, instrumentation,
control systems, electrical systems, fluids, combustion, thermal and
stress analyses, communication systems, hazard assessments, safety
systems, building and structures, site development, geotechnical
testing material sampling and testing, environmental studies,
assessments, remediations and disposal and engineering support for
construction. The major disciplines required are architectural, civil,
structural, mechanical, electrical and environmental engineering.
Construction Management Services may include providing field
oversight/inspection, review of contract quality control, review of
contract submittals, drawings, specifications and field changes,
analysis of contractor costs and schedules, preparation of schedules
and cost estimates and support of the construction partnering process.
Prospective firms will be evaluated on the criteria listed below in
order of importance: (1) Specialized experience and technical
competence in the type of work required. (2) Professional
qualifications of the staff to be assigned to this contract (including
any consultants and subcontractors). (3) Capacity to accomplish many
multi-discipline tasks within an expedited time frame. (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules. (5) Current rate structure including labor by
discipline, G&A, overhead and profit. (6) Location of the firm in the
general geographic area, provided an appropriate number of qualified
firms responding therein. The above criteria which addresses the
specialized experience, technical competence and past performance shall
be limited to the immediately preceding ten years. SUBMISSION
REQUIREMENTS: To be considered, firms shall submit a SF-254 and SF-255
and supplementary information as identified above. All responsible
sources who wish to be considered should submit an SF-254 and SF-255 to
be received in this office on or before close of business thirty (30)
calendar days after appearance of this announcement in the Commerce
Business Daily (should the date fall on a weekend or holiday, the
SF-254 and SF-255 will be due the first workday thereafter). This is
not a request for proposal. Submissions shall be addressed to Angel

reserves the right to award this work in seperate contracts to one or
more selected A-E firms. It is contemplated that firm fixed-price A-E
