seeking a well qualified person to serve under a two year contract
with the possibility of a renewal totaling three years subject to the
availability of funds, need for service and demonstrated performance.
The individual will be hired under a Personal Services Contract (PSC)
and will work under the supervision of the Deputy Mission Director. An
overview of the position is provided below. Interested candidates

Standard Form 171 supplemented by a detailed curriculum vitae (C.V.).
The CV should provide details of relevant experience. The position will
be available as of August 1, 1999. Overview: The E/NR Strategic
Objective Team Leader is the principal advisor to the USAID/Uganda on
all matters pertaining to the environment and natural resources, and
provides leadership to the Mission SO2 Program. Under the general
direction of the Deputy Mission Director; he/she: (1) provides
leadership to the management (planning, achieving and monitoring) of
the Mission's SO2 Program in collaboration with appropriate GOU and
other partners, and supervises all results packages and activities
undertaken under the SO2 Program (2) provides technical guidance and
information to the Mission, GOU officials, activity managers, and other
partners on SO2 Program and E/NR issues; (3) supervises the work of
Mission SO2 Team staff, oversee the work of the principal SO2 Program
Core/Institutional Contractor (IC) and Grants Management Unit (GMU) and
chairs the SO2 Team; and provides supervision over Mission SO2 Program
staff (currently includes: USPSC Environmental Advisor/Mission
Environmental Officer, FSN Project Management Assistant and FSN
Secretary. A. QUALIFICATIONS: 1. General: Must be willing to reside in
Uganda for a minimum of twenty-four months, with possibility of a
year(s) option extension(s), depending on Mission needs and
availability of funds. 2. Education: A masters Degree in Wildlife
management, natural resource management, forestry, ecology or other
closely related field from a recognized university. 3. Prior Work
Experience: (a) The incumbent should have a minimum of eight years
prior experience in natural resource management sector; (b)
Professional experience working on natural resource management issues
and managing natural resource management activities, preferably in
Africa; (c) Experience with USAID management systems with capability to
manage for results and implement policies and procedures in accordance
with established regulations and managing USAID projects would be an
added advantage, (d) A comprehensive understanding of natural resource
management issues in Africa, particularly in areas of biodiversity
conservation, forestry, wildlife management, ecotourism, sustainable
agriculture, and environmental policy formulations. 4. Language
Proficiency: Fluency in English is required. 5. Required Skills: (a)
Strong in interpersonal skills, demonstrated experience and abilityto
effectively supervise and work in teams, clear and concise writing
skills necessary to meet tight deadlines with effective reports and
logical analyses essential; (b) Proven ability to work collaboratively
with a range of professional counterparts at all levels, including
those from host country governmental and non-government organizations,
in USAID Missions, other U. S. Government agencies, and other donors.
Strong; and (c) Computer literate in word processing, either
WordPerfect or Word 6.0 and basic spread sheet programs. Demonstrated
ability to prepare complex correspondence and reports with minimum
office support. B. SELECTION CRITERIA: Education: 15 points, MBA or
equivalent: Experience: 8 years in natural resource man. 10 points,
Project management -- General 10 points -- in Sub-Saharan/Great Lakes
10 points, USAID Work 10 points, Formal knowledge/experience in Natural
Resource Management 10 points, Management/Supervisory skills 10 points,
Language: Complete English fluency 10 points, Knowledge: 15 points,
Computer/Writing Skills Interpersonal/Communication/Teamwork. C.
COMPENSATION The term of the contract will be for a two year period
with an option for an additional extension(s) totaling up to three
years thereafter depending on demonstrated performance, continuance of
need for service, and availability of funding. The position has been
classified at a U.S. Government GS-13 level ($53,793 -$69,930). The
actual salary of the successful candidate will be negotiated within
that range depending on qualifications and Previous earning history.
