301/402-3080 The National Institutes of Health, National Institute of
Mental Health, Bethesda, Md., intends to negotiate with Research Data,
Inc., 900 W. Leigh St., Richmond, Va. 23220, the only known source,
under the authority of FAR 6.302-1 for this particular study. The
purpose of the study is to determine the heritability of Premenstrual
Syndrome (PMS) in female twins sharing the same genes (monozygotic)
compared with twins sharing only 50% of their genes (dizygotic). The
Contractor shall provide the following: 1) A Registry of at least 1,500
well characterized female twin pairs to be used as subjects of the
proposed study; 2) Utilize an expert in the field of Psychiatric
Genetics to Analyze the data that would be obtained in this enterprise;
3) Develop questionnaires, which shall include printing and
distribution; 4) Data entry, imaging, storage and analysis; set-up
costs; and follow-up phone interviews; and 5) Acquire DNA samples and
provide processing and analysis of the samples. The performance period
shall be for a twelve month period, with three (3) additional twelve
month option periods. The study is divided into three (3) phases: 1)
Phase I -- provide questionnaire development, printing, distribution
and recording; 2) Phase II -- provide instrument development, printing
distribution and retrieval; and 3) Phase III -- Provide blood sampling
and analysis. The Government reserves the right to exercise the
options. Depending on the results retrieved from Phase II, the
Government will determine the feasibility of continuing with Phase III.
This is not a formal solicitation. However, firms responding to this
notice must furnish concise responses directed specifically to the
requirements mentioned above. Sources demonstrating the capability to
accomplish the above shall supply pertinent information in sufficient
detail to demonstrate their ability to perform. Information furnished
should include enough material to perform a proper evaluation. Award
will be made to the technically acceptable low offer. Responses will
not be considered as either bids or proposals, cost or pricing data
must not to be submitted. Interested parties may submit adequate
detailed data by which to evaluate capabilities. Send original and two

above. This notice may represent the only official notice of such
procurement. Closing date for receipt of responses is forty-five (45)
