The purpose and objectives of this procurement are to review and provide advice to the National Council on Disability (NCD) on its communications strategy, conduct an issue campaign, and to review, provide advice, and implement segments of NCD's rollout strategy for the release of its disability civil rights monitoring campaign and the "Unequal Protection Under Law" reports, beginning with the first report on the fall of 1999 and ending with the last report in August 2001. The ultimate goal of this contract is to help NCD disseminate its civil rights message, reinforcing NCD's ability to effect change in civil rights enforcement so that people with disabilities enjoy greater access to obtain better outcomes when their rights are violated.
