currently examining its policies and practices for the purpose of
improving the administration and implementation of its workers'
compensation program. To this end, the Agency's Office of Worker's
Compensation Program (OWCP) seeks the services of a consultant to
assist in the reorganization, training and development of materials
relating to the OWCP and the Federal Employees Compensation Act (FECA).
This work will require the contractor to: (a) review current FECA
policies, USAID procedures and active case files; (b) draft revisions
to local policies and procedures; and (c) make recommendations for
potential intervention and/or follow-up processes to ensure timely and
appropriate resolution of work-related injury cases. The contractor
will need to develop instructional hand-out materials for use by OWCP
coordinators and on-the-job training sessions on topics such as proper
facilitation, rules and regulations of FECA. The contractor shall
investigate specific case files as well as the OWCP's overall
performance, assess whether injured employees and their beneficiaries
are receiving adequate and proper benefits, and submit an assessment
report documenting all findings and recommendations. A Request for
Quotations will be issued no less than fifteen (15) days from the
issuance of this notice. All responsible sources may submit a quotation
that shall be considered by the Agency. To request a copy of the RFQ,

Government anticipates issuing one purchase order for a contract period
