Engraving and Printing (BEP) anticipates awarding a sole source
contract to Avery Dennison for providing all services and materials to
convert Bureau provided rolls of preprinted postage stamp paper into
linerless pressure-sensitive adhesive postage stamp stock. The SIC code
for this procurement will be 8999. The conversion shall include the
application of a release coating on the face side, application of an
adhesive on the back side, rewinding, and packaging of finished rolls
for shipment back to the BEP. The Contractor shall also provide test
and inspection data as required to maintain adequate quality assurance
over the entire conversion process. The Bureau will provide rolls of
preprinted stamp paper with the following characteristics: 17 inches
wide, 39 inches diameter, on 3 inch inside diameter cores; paper in
accordance with USPS-S-1282B; printed in a multicolor gravure format,
image area not to exceed 14.374 inches; rolls accompanied by inspection
data and splice locations tagged; rolls individually enclosed in
plastic film and sealed two rolls per plywood box. The material, by
virtue of the printed image, is considered to be a security item during
all phases of processing. Strict control and accountability shall be
maintained from the time the material is received by the Contractor, to
the time at which the designated carrier accepts the material for
return to the Bureau. Interested parties shall respond on or before May
