C -- ON-SITE ARCHITECT-ENGINEERING SERVICES FOR THE FACILITIES ENGINEERING BRANCH, SOLICITATION NO. AE 99-001 An A/E firm will be selected to perform various A/E tasks and construction tasks for NASA-Ames Research Center, Moffett Field CA, for work at Moffett Field and environs. The A/E firm will provide: on-site engineering support services for the preparation of design and design-build documentation relating to facility construction, modifications, repairs, and maintenance; construction services for selected projects; construction inspection and management; environmental compliance and remediation studies, plans, and designs; energy life cycle cost analysis; facilities planning; master planning studies and facility usage investigations; information technology-based configuration management; re-certification of pressure vessels and systems; and energy and power reliability studies. A/E services will include cost estimating; preparing drawings and specifications for construction bid packages; review of submittals and construction materials. The above skills are needed for construction, rehabilitation, and modification of infrastructure and research facilities, including offices, laboratories, hangers, and wind tunnels, as well as other minor construction and repair work. The A/E firm will also provide construction services for selected projects. The technical guidance, review and approval of all work will be by the Facilities Engineering Branch at NASA- Ames Research Center, Moffett Field, CA, as the representative of the Contracting Officer. It is anticipated that a single contract will be awarded. Contract type contemplated is a Performance Based, Cost-Plus-Award Fee Term Contract. The contract value over the possible five year period is $35-$70 million. The anticipated contract period of performance is a two-year base period, one two-year option period and one one-year option period. Target award date is estimated to be on or before November 1, 1999. This is not a request for proposal and there is no solicitation or bid package available other than this announcement published in the Commerce Business Daily and posted on the internet. Firms wishing to be considered for this selection shall submit the appropriate data as described in Note 24, including submittal of both Standard Forms 254 and 255. Submit this information in duplicate. All provisions of Note 24, shall apply in this notice except that (a) the "National Aeronautics and Space Administration" is substituted for the " Department of Defense" wherever the reference appears; and (b) the fourth additional consideration shall be changed to read: "(4) Past performance, if any, of the firm with respect to performance on contracts with NASA, other Government agencies and private industry during the last 10 years in terms of cost controls, quality control, and compliance with performance standards". Criteria No. 6 is the volume of work previously awarded to the firm by NASA, with the object of effecting an equitable distribution of NASA A/E contracts among qualified A/E firms including minority-owned firms, small and small disadvantaged business firms and firms that have not had prior NASA contracts. Also, the six evaluation criteria in Note 24 are reordered as follows in order of importance: 2, 3, 4, 1, 5, and 6, and criteria 5 and 6 approximately equal.
