THIS IS A NOTICE OF INTENT TO NEGOTIATE A CONVEYANCE AND UTILITY SERVICE CONTRACT WITH ATLANTA GAS LIGHT COMPANY FOR THE PRIVATIZATION OF THE NATURAL GAS UTILITY SYSTEMS AT NAVY SUPPLY CORPS SCHOOL, ATHENS, GA. The proposed action is for the privatization of utility systems in accordance with 10 USC 2688, "Permanent Authority Regarding Utility Systems" and negotiation with that source under FAR Parts 41.2 and 6.302-1. The Contracting Officer has decided not to compete this proposed action based on the sole franchise right (in accordance with applicable state laws) that Atlanta Gas Light Company has for the natural gas utility distribution system ownership, operation and maintenance in the area of NSCS Athens, GA.
