issued as a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, Streamlined
Procedures for Evaluation and Solicitation for Commercial Items, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a separate written solicitation will not be issued.
Solicitation N32205-99-R-6224 applies and is issued as a Request for
Proposal. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
The standard industrial classification code is 1711 and the business
size standard is $7.0 million. The estimated price range is between
$25,000 and $50,000. This requirement is for a fixed priced contract
for one (1) line item as follows: Line Item 0001: Quantity 1 Job; Item
description: The Contractor shall provide all labor, materials, tools,
equipment, supervision, and management necessary to accomplish the work
specified herein. Air conditioning will be added to the existing LAN
Room located on the second floor of Building 570 at the Naval Submarine
Base, San Diego. Equipment to be added includes two-5 ton ceiling
mounted chilled water cooled air conditioning units manufactured
specifically for computer room applications. These units shall be
completely self-contained and capable of controlling space temperature,
humidity and dehumidification. Units will be complete with a wall
mounted, microprocessor control system which will include a LCD display
capable of a continuous display of operating status and alarm
conditions. Chilled water will be provided from the existing building
chilled water system. The chilled water supply and return piping will
be routed above the LAN Room ceiling to each of the units. Chilled
water piping will be insulated with a minimum of 2" thick insulation.
Condensate piping will be routed above the ceiling from the units to an
existing 1" condensate pipe that terminates at an existing floor sink.
Condensate piping will be insulated with a minimum " thick insulation.
Air from the unit to the LAN Room will be ducted with sheet metal
ducting above the ceiling space to new air distribution devices at the
existing lay-in-ceiling. Units will be air and water balanced after
installation is complete. The existing fan coil unit currently serving
LAN Room area will remain in place and duct work rerouted to serve the
office spaces around the LAN Room. Air quantities at each existing
supply air and return air grille will be measured and balanced.
Offeror's shall contact Bea Appling at (619) 553-7688 to obtain copies
of the mechanical and electrical drawings. All work on this project
shall be scheduled and coordinated with the MSC LAN Room
representative, Jim Hollinger at (619)554-9757. Upon completion of
installation, the contractor shall test the installed air conditioning
units to ensure that the it is fully operational. Delivery shall be

shall be accomplished within 30 days of award. Acceptance shall be made
at destination by the MSC Technical Representative, Mr. Gregory
Dickerson, Phone 615-524-9673. The provision at FAR 52.212-1,
Instructions to Offerors Commercial Items applies. Addendum to FAR
52.212-1: Paragraph (b)(4), Technical Description Substitute
"Descriptive Literature" for "technical description"; Paragraph (h),
Multiple Awards, delete the entire paragraph. Substitute "Single Award.
The Government plans to award a single contract resulting from this
solicitation. The provision FAR 52.214-21, Descriptive Literature
applies. To determine technical acceptability of the proposed product,
offerors shall submit as part of their proposal, Descriptive
Literature of the product being offered. In addition, Past Performance
will be evaluated. Offerors shall provide a technical narrative no
more than one page, to describe past performance/experience with
providing and installing air conditioning units of similar kind.
Offerors shall provide the company name, point of contact, phone number
or e-mail address of three (3) references that you have provided same
or similar supplies. Government Credit Purchase Card (GPC) will be used
as a payment method for this contract. Payments by GCPC shall not
exceed $100,000 per invoice. Invoice submission shall be specified in
the contract award document. The provision at FAR 52.212-2, Evaluation
Commercial Items applies. The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: (1) technical (Past Performance, and
Technical Acceptability), and (2) Price. All evaluation factors other
than price when combined are approximately equal to price. Offerors
are required to complete and include a copy of the following provisions

Offeror's shall maintain minimum insurance of $500,000 for
comprehensive, automobile, workmen's compensation, employer's
liability, and others required by State law during the performance
period of the contract. Contractor shall certify that product procured
in support of this contract is Year 2000 compliant. A site visit has
been scheduled for 28 May 1999 at 10:30 A.M., PST. All interested
parties shall fax a list of employees, social security numbers, and
citizenship status to the POC no later than 26 May 1999. Proposals must
be received no later than 11:00 A.M., PST, 4 June 1999. Proposals
