plans to issue a Sole Source Request for Proposal (RFP) for a 1 (One)
year Firm Fixed-Price (FFP) Requirements Contract, with two single
one-year options for a "C-9 Canopy Assembly" to Irvin Aerospace Ltd. of
Fort Erie, Ontario, Canada. BE ADVISED THAT THIS REQUREMENTS CONTRACT
(OR ANY DELIVERY ORDERS THERETO) WILL NOT BE ISSUED UNLESS AND UNTIL
THE VALIDITY OF THE "C-9 CANOPY ASSEMBLY" IS VERIFIED UNDER A
PREVIOUSLY ISSUED UNSOLICITED RESEARCH PROPOSAL, IN WHICH ARTICLES ARE
TESTED FOR SUITABILITY. NOUN: C-9 Canopy Assembly NSN:
1760-NC-D01-9429LS P/N: 11-153 Size: 28 Foot Round Canopy Predominate
Material: Nylon with 28 suspension lines, connector links, risers, and
steering lanyards Function: Personnel recovery parachute canopy fully
compatable with the current USAF ACES II Ejection System
Applicability: ACES II Canopy Release Assembly Delivery: If a
Requirements Contract is awarded, delivery of items will be 120 days
After Receipt of Order (ARO) with First Article Production Items (2ea.,
(est)) and a Textile Sample (5 (five) yards of cloth, 1 cord or 40
yards of webbing, and 1 (one) spool of thread) required for each
Delivery Order issued (entailing different production runs). Each First
Article and Textile Sample will undergo destructive testing and are not
a part of the Delivery Order Production Ordering Quantity (BEQ).
Destination: Various United States Air Force (USAF) Installations
Quantity: 1st year Best Estimated Quantity (BEQ) 3199 ea., 2nd (Option)
year BEQ 1200 ea., 3rd (Option)Year BEQ 1200 ea., Total BEQ is 5,599
ea. Anticipated/Estimated Award Date is after the closing date but no
later that 31 Jul 99. Written procedures will be used for this pending
acquisition. No telephone requests please. Only written or faxed
requests submitted directly from the requestor will be entertained. All
bids or proposals submitted by responsible sources will be entertained.

communicate concerns, if any, concerning this acquisition. If your
concerns are not satisfied by the contracting officer, an Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of an acquisition. The Ombudsman
does not diminish the authority of the program director or Contracting
Officer, but communicates Contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentially as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
