J. Anema 970-641-2337 x237 The National Park Service (NPS) intends to
negotiate and award a purchase order with only one source, using
Simplified Acquisition Procedures, with Biological Mediation Systems,
Inc., P.O.Box 8248, Fort Collins, Colorado 80256. The proposed
procurement is for nine (9) prefabricated air liftable evaporator waste
treatment systems operated by photovoltaic panels delivered. The system
must consist of a vented, evaporative holding vault with a polyethylene
lining which is specifically designed to eliminate 85% of liquid in the
holding tanks as well as eliminate odors. Units must be comprised of
prefabricated section of which no section may weigh more than 160
pounds and maximum weight of the entire unit shall not exceed 850
pounds. Units shall meet full ADA compliance and have a minimum holding
tank capacity of 700 gallons. Building structural frame shall be
constructed of 6063-752 1-1/2" x 1-1/2" aluminum tubing. Wall, roof and
foundation sections shall be welded construction and shipped knocked
down and designed to be bolted together on site with tamper proof bolts
with exterior T-1-11 siding painted to NPS color/paint specifications
and interior Fiberglass Reinforced Plastic (FRP). Floor shall be 1/8"
diamond plate tread aluminum. There shall be a bituminous material
between all aluminum frame work and treated plywood outer skin. Roof
structure shall be 1-1/2" x 1-1/2" welded aluminum with Pro Panel metal
roof or unfinished, exterior plywood for NPS installation of asphalt
shingles. The photovoltaic system to run the ventilation fan shall be
sized for day light operation only. Units shall have a toilet riser of
high density plastic. NPS believes there is only one responsible
source and have found no other manufactuer will satisfy the agency's
requirement listed above. This notice is not a request for competative
quotes. Firms believing they can provide the required item are
encouraged to identify themselves and give written notification to the
Contracting Officer. They must, however, provide supporting evidence
they can furnish the requested item at a cost that will not exceed the
total intended transaction cost, will not violate any patents, and
submit a quote for consideration no later than 15 days from the
published date of this synopsis announcement. Standard Industrial
Classification (SIC) code for this procurement is 5039. A determination
by the Government not to compete this proposed action based on
responses to this notice is solely within the discretion of the
Government. Information received will be considered solely for the
purpose of determining whether to conduct a competative procurement.
