The objective of this synopsis is to seek interested sources able to produce the BOL Countermeasures Dispenser Group B system for installation on F-15A/B/C/D/E aircraft. The BOL Countermeasures Dispenser System, manufactured by Celsius Tech of Sweden, is exclusively sold within the United States by Marconi Aerospace of Austin, Texas. The dispenser is mounted into the GFE LAU-128 missile launcher, which must be modified for mating with the BOL. The contractor will have to enter into a relationship with Marconi to obtain rights for the sale of the BOL system within the United States. Because of its installation in the LAU-128, the BOL dispenses expendables into turbulent airflow, thereby increasing the expendables performance. In addition, the type and quantity of expendables which the BOL can carry provide a unique capability against infrared threats to deny acquisition of the aircraft. The contractor shall be responsible for packaging and shipping of the kits and maintenance of the system until such a time that an organic capability is established or a decision is made to allow continued contractor maintenance of the systems. The contractor shall be required to produce approximately 200-400 systems, modify the LAU-128, and install the BOL in the LAU- 128, with delivery starting approximately Sep 2000 and continuing through approximately Sep 2001 to Sep 2002, depending on quantity. Offers will be considered from any firm providing clear and convincing evidence of its capability to meet all of the following criteria: (a) Capability to produce the above systems in order to met the requirements of BOL 515 Functional Specification (Celsius Tech document); (b) Capability to produce the systems in the quantities as listed above; (c) Capability to maintain/repair the systems; (d) Capability to conduct systems engineering and project management for the effort; and (e) Capability to provide all required engineering data. Note: There are no United States Government documentation or drawings available to define the BOL system. Sources responding should provide information concerning key management and program personnel including a resume of their previous experience and evidence of capability to perform successfully. This statement will have a ten (10) page maximum limit, double-spaced, point size 12. The Standard Industrial Code (SIC) for this procurement action is 3728. Please indicate number of employees in relation to the 1,000 person size standard, for determination of small business status (this is not a small business set aside).
