The U.S. Army Simulation, Training and Instrumentation Command (STRICOM), in conjunction with the Air Armament Center at Eglin AFB, is seeking information from industry regarding the availability of mature Global Positioning System (GPS) Receiver technologies. The GPS Receiver will be used in the development/integration of Hardened Subminiature Telemetry Sensor System (HSTSS) and Joint Advanced Missile Instrumentation (JAMI) Programs. The GPS Receiver must operate in the harsh environment of smal1 missile systems. The launch acceleration of some missiles may exceed 30g's in the longitudinal direction, and in-flight dynamics may exceed 80g's and produce spin rates of 30Hz. The Receiver is expected to maintain code phase and carrier phase lock under these conditions, utilizing a passive antenna. The time to first-fix, as measured from the launch of the missile, must be 3 seconds or less. The Receiver will provide in-flight measurements to the point of impact or detonation. It will be used in configurations which can be fitted to the host test articles (not to exceed a diameter of 2.3 inches and 1 inch in height) and not interfere with their static and dynamic performance characteristics. The data bandwidth requirement is 500 Kb/seconds or less and be accessible through both a parallel and serial communications port. Power consumption of less than 2 watts is required using a 3.3 volt or less power supply. Performance specifications and Government purpose data rights are required with final design. The current strategy is for an anticipated RFP release date of August 1999. A firm-fixed-price development contract is desired, with contract award anticipated in March 2000. The delivery schedule of five GPS Receivers for flight testing is not later than 12 months after contract award. The Government anticipates integrating the Receivers into desired configurations. A possible production contract is anticipated at a later date for all required configurations. Information and/or comments, whether supportive or critical, are solicited. The Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of information. Proprietary information is not being solicited; however, if it is submitted it should be marked accordingly. Responses to this synopsis shall answer the following questions: 1. Describe your company's approach for meeting the above requirement. 2. Identify any commercial item solutions that may satisfy this requirement. 3. Describe your present technical capability and past history of meeting similar requirements. 4. Describe the technical risk and problem areas for the requirement. 5. Provide a Rough Order Magnitude (ROM) Cost Estimate if possible and timeline of major milestones. 6. What is the size status of your company in relation to the SIC code stated below? The Government reserves the right to offer the requirement to the 8(a) program or to set the requirement aside for small business.
