This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 53SBNB967063 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. The standard industrial classification (SIC) Code is 3826 500 employees. SPECIFICATIONS: The Contractor shall furnish the necessary labor, material, equipment, packing, shipping, and insurance as necessary for delivery of one Surelite III-10 Q-switched Nd: YAG Laser System with temperature stabilized second and third harmonic generators, 10 Hz operation. This laser system will be used to pump an existing dye laser that currently sits on the existing optical table.Detailed Specifications are as follows: (1) The energy per pulse from the laser shall meet or exceed the following values: 1064 nm/800mJ, 532 nm/425mJ, 355nm/225mJ (2) The pulsewidth of the laser shall meet the following values: 1064 nm/4-12 nsec, 532 nm/3-10 nsec, 355 nm/ 3-10 nsec (3) Beam pointing stability of the system shall be less than or equal to 100 microradians for eight hours after a one hour warm up (4) Pulse to pulse energy stability shall meet or exceed the following values for 99.9% of all pulses: 1064/ 2.5%, 532 nm/ 3.5%, 355nm/ 4.0% (5) The output beam diameter at the last Nd:YAG rod face shall be between 8.9-10 mm dia. and the spatial profile shall have a least-squares fit to Gaussian of at least 70% in the near field and 90 (+/-5) % in the far field at 1064nm (6) The system shall require less than 20 A when powered by a 220 V, single phase line source, or alternately, less than 20 A/leg when powered by a 208 V, 3-phase line source (7) The laser shall be less than 50 inches long and 15 inches wide (8) The laser shall require no external cooling water (9) The laser shall include a TTL level connector for external triggering (10) The power supply dimensions shall not exceed 31"x 26"x 20" (Depth x Width x Height) (11) The laser head shall be kinematically mounted inside the resonator so that it can be removed to facilitate the change of flash lamps, or alternately, permit flashlamp exchange without removal of the laser head (12) The laser shall have an RS-232 (or IEEE-488) interface port that enables computer control of front panel functions of the laser including: a) firing a single laser pulse, b) polling security, c). opening and closing a mechanical shutter that blocks the laser cavity, d) adjusting the Q-switch delay, e) adjusting the power supply voltage, f) selecting the submultiple of the flash lamp fire rate at which pulses are emitted, or alternately, selection of laser repetition rate while maintaining specifications (1)-(6), g) starting and stopping the flash lamp firing (13) The offeror shall include the same warranty terms offered to the general public in customary commercial practices as well as include on-site service of parts and labor for all laser components excepting optical surface and flash lamps, which are covered by a 90 day warranty (14) Readily available parts are required therefore the offeror must state location of repair parts for critical components within the laser including the YAG rod, flash lamps, Q-Switch and power supply (15) technically qualified supplier of field service is required therefore the offeror must briefly indicate the location, expertise and qualifications of service personnel who will service and repair the laser system at NIST. Requested delivery is 45 days after receipt of order. Delivery shall be FOB Destination and include all manuals and documentation pertaining to the system. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. FAR provision 52.212-2, Evaluation -- Commercial Items applies with the following specific evaluation criteria: (i) technical capability to meet the Governments requirement (ii) past performance (iii) technical expertise. Evaluation of the specific evaluation criteria will be based on information submitted in response to this RFQ. It is recommended that information be included which demonstrates that the system to be provided meet all the requirements identified in this combined synopsis/solicitation. In addition, past performance will be evaluated (include contact points, telephone numbers, and a description of the items). Information which merely offers to furnish an item in accordance with the requirements of the Government or does not address a requirement contained herein will be evaluated based on this information or lack of information. All responsible vendors may submit a quotation which shall be considered by the agency. Offerors are cautioned to submit quotes on the most favorable basis, since the Government may elect to make an award without further discussionsor negotiations. Award is anticipated to be made within 30 days after receipt of quotes; and to the offeror submitting the best value to the government. The clause at 52.212-4, Contract Terms and conditions-Commercial Items, applies to this acquisition.
