301-594-7731 The National Institutes of Health (NIH) National Institute
of Diabetes and Digestive and Kidney Diseases (NIDDK) has a requirement
to purchase Genechip Hu6800 Array and GeneChip Hu35K Set probe arrays.
The Institute intends to obtain this scientific equipment by other
than full and open competition from Affymetrix Inc., 3380 Central
Expressway, Santa Clara, CA 95051. The Standard Industrial
Classification Code is 3821, and the business size standard is 500. To
the best of the Government's knowledge they are the sole manufacturer
and distributor of this equipment. The required specifications must be
met for the Genechips 1) Expression levels of approximately 6800
full-length human genes are quantitatively detected on the GeneChip
Hu6800 set. 2) Expression levels of approximately 35,000 human EST
sequences are quantitatively detected on the GeneChip Hu35K set. 3)
Each gene or EST is analyzed with approximately 20 pairs of specific,
unique 25mer oligonucleotide probes. 4) Pairs of perfect and
single-base mismatch probes are synthesized on adjacent areas on the
arrays. Data analysis requires this probe pairing strategy so that
nonspecific hybridization and background signal can be identified and
subtracted. 5) Over 65,000 different oligonucleotide probe sequences
are synthesized in-situ on a 12.8mm X 12.8 mm probe array. Each probe
sequence is located in a specific area on the probe array called a
probe cell, measuring approximately 50 microns by 50 microns. 6) Each
probe cell contains approximately 107copies of a given probe.
Sensitivity of detection is from a few copies to several hundred copies
per cell. 7) Each array contains probes complementary to the bacterial
genes bio b, bio c, bio d and cre, which are used as normalizat6ion
controls. 8) Each array is packaged in a self -contained disposable
cartridge which acts as a reaction chamber. Interested vendors may
identify in writing their interest with a capability statement to the
Contacting Office prior to the closing date of this notice. This notice
of intent is not a request for competitive proposals, however all
responses received before the closing date of this announcement will be
considered by the Government. A determination by the Government not to
compete this proposed acquisition is based upon responses to this
notice and is solely within the discretion of the Government.
Information received will be considered solely for the purpose of
determining whether to conduct a competitive procurement. It is
anticipated that Request for Quotation (RFQ) NIH-NIDDK-99-454 will be
available fifteen (15) days after the publication date of this
synopsis. All responsible small business and 8(a) sources may submit a
quotation which, if timely received, shall be considered by the
agency. Receipt of quotations will be due ten days after the release of
the RFQ. The anticipated award date is June 16, 1999. Request for
