The proposed contract action is for one Forensic Trace Evidence
Detection and Preservation System. It must be compatible with the
International Automated Fingerprint Indentification System (IAFIS)
managed by the Federal Bureau of Investigation (FBI). The equipment
describes a complete system for the forensic detection, preservation,
enhancement, documentation, archiving and comparison of trace evidence.
This includes the capability of: working finger, palm and footprints,
body fluids such as blood and semen, bite, bruise and tool marks, bone
inks and evidential documents. It is desirable to consider the system
as a whole and as a system from a single vendor. A system that meets
or exceeds the parameters listed below shall be acceptable. In general
the system shall: (1) allow the encoding and transmission of
fingerprint data to the FBI/IAFIS system to allow comparison to the FBI
database; (2) have the capability of creating and comparing libraries
of images obtained using this system; (3) have various forensic
ultraviolet, visible and infrared light sources for use both at crime
scenes and in the lab; (4) enable the user to compare fingerprint data
stored on the local computer as well as access databases stored on
remote computers within the Individual Agency. Award will based on the
following evaluation criteria: award will be made to a technically
acceptable offeror at fair and reasonable prices. Delivery and
installation of the equipment shall be FOB destination within
consignees premises 120 -- 150 days after contract award. All
responsible sources may submit an offer which shall be considered by
