Command intends to negotiate with Lockhead/Martin Tactical Defense
Systems, 1210 Massilon Road, Akron, OH 44315-0001 on an other than full
and open competition basis to procure a simulation device suitable for
the training of endoscopic sinus surgery. See Note 22. This is
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation document; proposals are being
requested and a written solicitation will not be issued. Responses must
contain sufficient documentation to establish a bonafide capability to
fulfill the requirements. The request for quotation number is
N62645-99-R-0016. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-11. The standard industrial classification (SIC) code is 3845. The
small business size standard is 500 employees. The simulation device
for the training of endoscopic sinus surgery must consist of a
mannequin of the head, fitted with a haptic (force feedback) system to
accurately simulate the surgical instrumentation as it interacts with
the virtual patient's anatomy. A computational system for real-time
display and interaction with the anatomy and ancillary software must be
provided. The software for this system must meet three needs: a)
Patient anatomy -- at least two different patient anatomies from the
nasal entrance to the optic nerve must be provided, together with the
anatomical variants such as paradoxical turbinate, concha cullosa,
deviated septum and polyps. The anatomy must be capable of interacting
with the surgical instruments to dynamically simulate dissection,
bleeding, tissue and bone removal, and drug interaction in real time,
b) Surgical instrument simulation -- at least 20 different instruments
must be dynamically simulated both visually and in the haptic system,
including varieties ofpunches, forceps, biters, micro-debriders and
routers, as well as at least three independent viewing geometries for
endoscopes, c) Pedagogical aids -- at least three levels of graduated
exercises must be provided, including student scoring and records
management, interactive video and audio assistance during the surgery,
record/playback and CT tracking of the instrument within the patient.
The simulation device must be Y2K compliant. In addition to the
equipment needed for the above, the offeror must provide suitable
office furniture (tables, chairs) for the use of the system. Delivery
is required 180 days after contract award at: Receiving Officer, Naval
Medical Center, UIC-ECN: 00259-980020, Loading Dock 1, San Diego, CA
