The Defense Information Systems Agency (DISA) hereby issues a Draft Request for Proposal for DISN 2010 National Capital Region Metropolitan Area Network (NCR MAN) services. The NCR is defined by DOD Directive 4640.7 to include the geographical area located in the boundaries of the District of Columbia, Montgomery, Prince Georges, Alexandria, Arlington, Fairfax, Loudoun and Prince William Counties. The NCR MAN is also expected to include Patuxent River NAS, Ft. Detrick, Ft. Meade, Quantico MCB, Dahlgren NSWC, and Ft. A.P. Hill. Services include commercially available local and regional area transmission services between any points located within the expanded NCR MAN region as designated and ordered by the Government. The services include regional voice, data, video and transport services and will provide the DoD with the capability to extend DISN and other services to all DoD organizations in the NCR. The NCR MAN will provide a sensitive but unclassified network, as a critical sub-component of the Global Defense Information Infrastructure to support the National Command Authority, Joint Chief of Staff (JCS), Pentagon and DOD Services and Agencies. The proposed contract will be Fixed Price Indefinite Delivery/Indefinite Quantity, delivery and/or task order contract. It is contemplated that the period of performance will be a five year base period with five one-year option periods. The draft RFP consists of a Statement of Work (SOW), Functional Requirements Specification (FRS) and the proposed Section B, Contract Line Item Number (CLIN) structure for DISN 2010 NCR MAN. The Government seeks industry comment on the draft RFP in order to ensure the final solicitation provides a means for industry to respond to the Government needs in the most effective, economical, and timely manner. The Government intends to issue the initial Sections of the Draft Request for Proposal to Industry on or about 28 May l999 at the following web address: http://www.ditco.disa.mil/dcop/Public/ASP/dcop.asp. DISA intends to issue the remaining sections (or sub-sections) of the Draft RFP (SOW and FRS) as they are completed. You are invited to prepare comments and suggestions to the NCR MAN draft RFP sections as they are posted. Final comments are due NLT 10 September 1999. This draft RFP is for information and planning purposes. The Government does not intend to award a contract on the basis of this draft RFP or to otherwise pay for information received in response. DISA released an RFI via CBDnet, 3 May 99 for Fiber Optic Service in the NCR. It may or may not result in a contract(s) that could be utilized to provide certain segments of networks (including the NCR MAN) in the NCR.
