This is a combined synopsis/solicitation for a commercial service,
prepared in accordance with the format in FAR Subpart 12.6, and
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Quotes are being
requested and a written solicitation will not be issued. Quote number
DAKF57-99-T-0006 applies and is issued as a request for quotations. The
quote document and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-11. The quote is 100
percent set-aside for small business with a SIC Code of 7699 and a size
standard of $5 million. The description of the service in Clin 0001 is:
Contractor shall provide all labor, lumber, plow bolts, nuts and tools
to rebuild and repair 13 each M870 and M870A1 flatbed trailers,
located at Fort Lewis, Washington. Six (6) trailers shall be fully
rebuilt and the other seven (7) trailers will require partial rebuilds.
Upon completion of the work, the trailers must meet original
manufacturer's standards. Vendors will need to contact Pam Engelhaupt
(253) 967-2151 ext. 229 to make arrangements for a site visit to
inspect the trailers and be able to provide a quote. The trailers must
be rebuilt using purple heart lumber with a nominal thickness of two
(2) inches. Fasteners shall be placed at each metal cross member on the
trailers. Scrap materials in good condition may be used to fill in
wheel fender covers on the M870 trailers. The center four (4) boards on
each trailer shall remain loose so they can be moved to the outrigger
positions on the trailers. The Government will provide the metal clips
to fasten the wood to the trailers and the transportation of trailers
to and from a vendor's facility, as long as the vendor is located
within a 75-mile radius of Fort Lewis, Washington. All quotes submitted
shall include the amount of time required to complete the job. Award
will be made to a responsive, responsible quoter and will be based on
price. Award will be made on SF 1449. Provision 52.212-1, Instructions
to Offerors-Commercial Items, applies to this acquisition. An addendum
to this provision is applicable, in which the term offeror (whenever it
appears) shall be replaced with the term quoter. Quoters are required
to submit completed copies of the provisions at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with their quotes.
FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition and does not include any addenda. Far
clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders, Commercial Items, applies to this
acquisition. The following clauses within 52.212-5(b) are applicable to
this acquisition: 52.222-26; 52.222-35; 52.222-36; 52.222-37;
52.232-33; 52.222-41; 52.222-42. DFARS clause 252.204-7004, Required
Central Contractor Registration, and FAR clause 52.219-6, Notice of
Total Small Business Set-Aside, are applicable to this acquisition.
Wage Determination 94-2567 Revision 12 for Pierce County, Washington is
applicable to this acquisition. The complete text of the latest

Quotes are due on June 7, 1999 at 3:00 PM (Pacific Time). Quotes may be
