This announcement is amendment 01 to solicitation NMA301-99-R-0284
which was originally published in the Commerce Business Daily 17 May
1999. This amendment is required to answer technical questions
concerning the Cataloging Of Text Collection At Bethesda Library
Center. The synopsis/solicitation remains for commercial items prepared
in accordance with the format in subpart FAR 12.6, as supplemented with
additional information included in this notice. Question #1: Section
1.0 mentions 30,000 volumes. How many titles are there? Answer: For
planning/bidding purposes there are 30,000 titles. As stated in the
synopsis/solicitation, the collection is open for inspection by
appointment and offerors are encouraged to inspect. Question #2: Four
sites are mentioned (WNY, BTH, RST, STL): are the works to be cataloged
all at BTH? Answer: All of the material is at the BTH site. The
material will be shipped to the contractor from the BTH site and must
be returned to the BTH site. Question #3: Is the project duration 240
calendar days or work days? Answer: 240 Calendar days. Question #4:
Will the government provide materials (bar codes, labels, label covers,
etc.) or should the contractor include these items in its cost? Answer:
The material will be shipped with bar code labels attached. All other
supplies (spine labels, REF stickers, label covers, etc.) are the
responsibility of the contractor. Question #5: Section 4.3 includes the
language: "The record should be reviewed for subject headings, call
number, and descriptive information as well as proper form and spelling
of the author name and title". Please clarify the government's
requirement here. To what degree, if any, is the contractor expected to
correct records? Answer: This requirement must be taken in the context
of section 4.3 ("The contractor will search the OCLC database using
(in priority order): ISBN/ISSN, STRN, LC Card Numbers, Author Name,
Author Title Key, Title, or other available information. The preference
is for a DLC record from OCLC. If there is no DLC record available,
used the next most complete or authoritative record from another US
Government agency or large academic institution in that order. Once a
record is selected, the record should be reviewed for the subject
headings, call number and descriptive information as well as the proper
form and spelling of the author name title.) In the event the
contractor can not select a DLC record and must use the "next most
complete and authoritative record", the contractor is to review the
record for completeness and correctness. Minor changes using best
professional judgement are expected. If a record requires major editing
to be complete or correct it should be rejected as unsuitable. End of
question/answers. No questions will be accepted after 28 May 1999.
