award under competitive provisions for the following: utility
privatization analytical support services. The utility privatization
means the conveyance of utility systems to municipal, private,
regional, cooperative utility companies or other eligible entities.
These utility systems may include (1) electrical distribution and
electrical generation plants including peak shaving systems; 2) gas
distribution systems and in some cases gas storage systems; (3) water
treatment plants, labs, reservoirs, storage tanks, and water
distribution systems; (4) sewage treatment plants, labs, collection
system and disposal plants; (5) solid waste collection and disposal
systems; and (6) central steam and hot water systems; (7) waste to
energy systems; and (8) miscellaneous cases such as roadways, fencing,
military housing, other ancillary military facilities, including land
transfers, reservoirs, dams, lakes, and off post support facilities.
The support services may include but not be limited to development and
analysis of Cost of Service Studies, Life Cycle Cost Analyses, draft
Request for Proposals, environmental documentation studies, and real
estate documentation studies. Work necessary to complete tasks may also
include, but not be limited to, inventory and condition assessment of
existing utility systems, legal research on regulatory laws and other
aspects of conveying specific distribution systems, and market research
to determine interest from public, municipal, regional, cooperative,
private utility or companies or other eligible entities. These services
will help support the DESC and military installations in deciding the
most cost effective and efficient alternative for ownership and
operation of on base utility infrastructure. DESC anticipates multiple
awards under a multiple award schedule with 25% of the awards set
aside for small business concerns. Large businesses will be required to
provide a subcontracting plan. Specialized experience in the area of
utilities privatization, Federal Government contracting and in
conducting life cycle costs of existing and proposed utility operations
should be extensive. Qualifications shall include direct experience in
these areas. OBJECTIVE: DESC intends to award multiple contracts to
provide utility system privatization analytical support services to the
military installations in support of their efforts to investigate
alternatives to in-house Department of Defense ownership and operation
of existing utility systems. For further information, any interested
