synopsis/solicitation for provisions of firearms training conducted
under commercial item prepared in accordance with the format in FAR
subpart 12.6, as supplemented with additional information included in
this solicitation. This announcement constitutes the only solicitation.
Quotes are being requested. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-11. This solicitation is being issued under RFQ#
954201. This is a 100% set-aside for small business. The SIC code is
8299 and the business size standard is $5,000,000.00. This will be a
firm-fixed-price contract with a base year plus a four option years.
The FBI has a requirement for the instructional services of one
individual to perform handgun instruction for FBI Special Weapons and
Tactics Teams. This curriculum shall include three (3) intermediate
classes in handgun instruction: a). The first class shall begin on June
28, 1999 and end on July 2, 1999 in Atlanta, Georgia with 37 students
b). The second class shall begin on July 12, 1999 and end on July 16,
1999 in Houston, Texas with 40 students c). The third class shall begin
on August 23, 1999 and end on August 27, 1999 in Los Angeles,
California with 46 students. Instructor Requirements -- Instructor
shall: a. provide a resume which includes a minimum of five (5) years
of experience successfully instructing federal law enforcement Special
Weapons and Tactics (SWAT) personnel and/or elite military units.
b.provide certification or document of competitive shooting background
which includes the number of national level shooting titles won. c.
provide three (3) recent references on previous contracts (commercial
or government) where the instructor and contractor have performed this
type of training d. be able to pass a FBI background investigation and
sign an operational security agreement. Deliverables a. must have
state-of-the-art handgun techniques, drills and theories; b. must be
able to demonstrate the firearms skills and training drills to the
highest degree of proficiency using the same weapons systems that both
Hostage Rescue Team (HRT) and field SWAT personnel employ; c. must
have strong communication skills to effectively explain the application
and the theory of why the skills and drills are effective in the
discipline of tactical handgun shooting; d. must provide lesson plan
for each of the classes to be taught. The quoter shall provide a
detailed lesson plan and training videos of the areas which will be
covered in the training program in advance. After the FBI's evaluation
of lesson plan and training video's, the quoter applying for the
position shall conduct a three (3) day firearms program for FBI SWAT
personnel. This class will be used to evaluate the potential
contractor's instructional skills, communication skills and shooting
ability. Also it will be used as a mechanism to ensure that the
contractor's handgun subject matter, drills and theories are compatible
with the current SWAT handgun training program. The cost of the
training/evaluation program, lesson plan and training videos will be
incurred by the quoter. The awarded contractor will be required to
provide training in support of a total of (3) three one week schools to
be completed prior to September 30,2000 in various areas of the
country. The quoter shall pay own expenses, travel. The evaluation
criteria will be based on: a). resumes and certificate of proficiency
of a competitive shooting background which includes the number of
national level shooting titles won b). lesson plans and training videos
and c). If the quoter's video meets the government's requirement, then
the quoter will be invited to a three day presentation of their
firearms capabilities. This criteria in addition to a and b. d). three
(3) recent references on previous contracts (commercial or government)
where the instructor and contractor have performed this type of
training e). price. The resultant contract will be funded through
6/15/99 contingent upon availability of funds and/or a full
appropriation of funds, and shall be performed only under the direction
of the Contracting Officer. The following clauses and provisions are
incorporated by reference and apply to this acquisition: FAR 52.212-1
Instructions of Offerors Commercial Items (Aug 1998); FAR 52.212-2
Evaluation -- Commercial Items (Jan 1999); FAR 52.212-4 Contract Terms
and Conditions -- Commercial items (Apr 1998). Each quoter shall
include a completed copy of the FAR 52.212-3 Offeror Representation and
Certifications -- Commercial Items (May 1999). The full text clauses

quote is not received by the date/time and at the location specified in
this announcement, it will be considered late. Quotes can also be faxed
to (202) 324-3767. Any questions please fax them in writing by May 26,
1999, and any questions received after this date may not be
considered. The award will be made to the responsive, responsible
quoter meeting all terms and conditions set forth in the solicitation.
