It is the intent of FISC, NNSY ANNEX, to rent a chilled water unit as
follows: GENERAL SPECS: 1) Chilled water unit must be at least 400 Ton
Capacity. 2) Must be air cooled. 3) 460V, (2) 500 AMP breakers. 4)
Dual 600 GPM circulating pumps 5) Must be capable of running 24 hours
a day (7) days a week. 6) Must be able to supply 600 GPM at 120 ft of
head. 7) Pumps should be at least 40 HP. 8) Inlet and outlet on unit
should be 6" 150# Navy standard flange. 9) Unit must be a complete
system. 10) Equipment to have weight stenciled on it. 11) Equipment to
have pad eyes for crane movement. 12) Unit must be free standing and
must be mobile with its own wheels (capable of being towed). Tractor
trailer mounted acceptable. 13) Isolation valves must be provided on
the inlet and outlet side of the unit. CONTRACTOR RESPONSIBILITY: 1)
Equipment delivery and removal at no cost to the government 2) Provide
all parts requiring repair or replacement under circumstances of
normal equipment wear and tear at no additional charge. 3) The
contractor shall dispatch a representative in response to a service
request to repair and/or replace chilled water unit within three (3)
hours of notification by NNSY at no additional charge. 4) When the
equipment is required to be removed to the contractor's facility for
repair or replacement, the contractor shall be responsible for loss or
damage from the time it leaves the government site until it is
required to the government. 5) Supply a technician during initial
start-up of unit. GOVERNMENT RESPONSIBILITY: 1) Hook-up of the unit. 2)
Equipment movements within the shipyard. 3) Lost items and equipment
damage beyond normal wear and tear. NOTES: 1) Units will be used for
industrial applications. Units will be located in an area where grit
exposure will be minimized, but not completely eliminated. The chilled
water unit will be exposed to everyday weather, grit, paint, and
saltwater air. It is the contractor's responsibility to provide any
protective coverings for units. 2) The government reserves the right to
return the unit at any time prior to the expiration of the rental
period. The contractor agrees to prorate costs for the time the units
are in use by NNSY only. The government agrees to give the contractor
twenty-four (24) hours notice for return of units prior to expiration
of rental period. PERIOD OF PERFORMANCE: 20 Jul 99 through 20 Dec 99.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
written solicitation will not be issued. DFARS 252.204-7004 "Required
Central Registration" applies. Lack of registration in the CCR database
will make an offeror/quoter INELIGIBLE FOR AWARD. Information can be
obtained through Internet at http://ccr.edi.disa.mil. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 9-10. FAR Provision 52.212-1,
52.212-2, 52.212-4, 52.212-5, 52.246.2, 52.247-34 and DFAR
252-212.7000, 252.212.7001, 252.243.7002 and 252.204.7000 apply to this
acquisition. Offeror shall include a completed copy of the provision at
52.212-3. Offer Representation and Certification-Commercial Items.
NNSY's mercury free clause applies. A copy of clause is available upon
request. The RYG Program will be used as part of the evaluation
process. Offer shall be evaluated for fair and reasonable price
technical acceptability, adherence to applicable clauses, provisions,
delivery schedule and satisfactory past performance record. Standard
Industrial Code is 3593; business size standard is 500 employees.
Procurement is being conducted under simplified acquisition procedures.
