Pre-Solicitation Notice for Invitation for Bid (IFB) No. DAHA14 99 B 5301 -- Add/Alter Avionics Shop, Bldg 54, McConnell AFB, Wichita, Kansas. Project Description: 24,735 sf addition to and alteration of an existing 13,265 sf aircraft hangar to a 38,00 sf B-1B Avionics facility. Project will alter an existing hangar that is located at a higher elevation than an existing parking lot, separated by a retaining wall. Project will shorted and reconfigure the retaining wall, construct a two story addition that faces the existing hangar. Involves the installation of new 1000 KVA transformers, electrical busses to feed 60 Hz and 400 Hz requirements. 400 Hz conversion will be by government furnished equipment. Construct new HVAC equipment, DDC control and monitoring, very strict humidity/temperature regimen. Involves significant engineered fill, "clean gas" and wet pipe fire suppression, remote fire reporting. Project will install CCTV, lan system fiber optics, lan connections for computers throughout, telephone and lan copper pairs. Building will be connected to base-wide communication networks. Project will construct offices, multi-media conference rooms, B-1 avionics equipment test stands, storage rooms, solder area with specialized ventilation. Flooring will utilize pavers, ceramic tile, composition tile and carpet. Exertion pre-cast concrete panels will be used exterior painting of existing building exposed metal, landscaping, exterior pavers, sod replacement, and lawn irrigation system. Other site work consists of rerouting water, gas trunk lines, sanitary and storm sewer re-working existing remote fire suppression storage and pumping. Anticipated date to issue plans/specification is on or about 30 June 1999, Pre-Bid Conference on or about 13 July 1999, and Bid Opening on or about 3 August 1999. Estimated cost of this project is between $5 and $10 million. All responsible bidders may obtain a bid set by submitting a cashier's check or money order payable to the U.S. Treasury in the amount of $189.00. This fee non-refundable.
