Technician Murilene Knight, 309/794-5613 The Job Order Contract is a
multi-discipline, Job Order Contract (JOC) which is an Indefinite
Delivery/Indefinite Quantity type contract. The JOC is primarily used
for repair and maintenance/minor construction type projects. The JOC
services are for the Rock Island Arsenal, Rock Island District, and
other locations within the states of Illinois, Iowa, Minnesota,
Missouri, and Wisconsin. The JOC is a comprehensive collection of
detailed projects using pre-established unit prices. Any one Task Order
under this contract will not exceed $300,000 or be less than $2,000.
This JOC contract is for a base period of 15 months with the potential
of three one-year option periods to be exercised at the option of the
Government. The minimum is $300,000 for the base contract period and
$300,000 for each of the three option year periods; the maximum dollar
value is $3,000,000 for the base contract period and $3,000,000 for
each of the three option year periods. The maximum contract amount is
$12,000,000. The requirement will be procured through the use of a
competitive negotiation procedure which uses a Request for Proposal
(RFP) as the solicitation document. The RFP requires prospective
offerors to develop and submit a proposal that will be evaluated based
upon qualification and competitive range using the following selection
criteria listed in descending order of importance: 1) Past Experience
and Performance; 2) Management Ability (management plan, quality
control plan, and safety plan); 3) Staffing (project management staff,
quality control staff, technical support staff); 4) Subcontracting
(subcontracting management and subcontracting support capability); 5)
Small Business and Small Disadvantaged Business Subcontracting Plan;
and 6) Price Proposal. The contract will be awarded to the firm
submitting the proposal considered to be the best in terms of the
technical evaluation factors and price that is determined to be in the
best interest of the Government and therefore, the project will not
necessarily be awarded to the firm submitting the lowest price
proposal. Plans and specifications will be provided on CD-ROM at no
cost, one copy per firm; no paper copies will be available. The
procurement is unrestricted; all responsible sources may submit an
offer. The SIC for this solicitation is 1541, $17 million. Posted
