The solicitation will contain one base bid item and two options (award of options is contingent upon receipt of funds). Base item work (from station 112+00 through 53+00) includes, but is not limited to, demolition and rebuilding/overlay of existing runway, runway and taxiway lighting work, new ducts, markings for the entire runway, and a paved asphalt shoulder. Option 1 (from station 53+00 through 26+70) includes, but is not limited to, demolition and rebuilding/overlay of existing runway, runway and taxiway lighting work. Option 2 includes, but is not limited to, all work associated with tying in the west end taxiway and all work on the west end taxiway, including lighting. Option 2 also includes overlaying the 1000 ft. west end with 14_ concrete. The solicitation will be evaluated using Performance/Price Trade-off Procedures. Evaluation factors will be set forth in Sections L and M of the solicitation. The Government reserves the right to award to other than the lowest offeror. The performance time for Base item work is 143 calendar days; option 1 is 40 calendar days (if option 1 is awarded at any time during base item work, performance time will be added on to the end of the Base Bid performance period.); option 2 has a performance time of 119 days plus 30 days for submittals if not awarded at time of Base item award.
