build contract to provide design and construction for replacement of
three (3) existing 900 TR (Tons of Refrigeration) centrifugal chillers,
pumps, concrete housekeeping pads, valves, and associated electrical,
wiring and equipment with either three (3) new 900 TR (each) or four
(4) new 600 TR (each) centrifugal chillers, new pumps, concrete
housekeeping pads, associated piping, valves, and associated electrical
wiring, raceways and equipment and DDC control system. Chillers are
located in a mechanical room on the 27th floor of the McNamara Federal
Building, 477 Michigan Avenue, Detroit, Michigan. The new chillers
shall use refrigerant R-134A or R-123 and be provided with variable
frequency drives, premium efficiency motors, solid state starters, and
equipped with direct digital control. The work under this contract
shall also include the replacement of existing cooling towers fan
motors with new premium efficiency motors with variable frequency
drives. Contractor shall devise a plan of action as to how work shall
be accomplished including demolition, method of removal and disposal of
the existing equipment and installation of the new replacement in the
same location, testing and startup procedures. The Contractor will be
responsible for developing all drawings, specifications and
calculations for this project. The Contractor will also be responsible
for the construction of the entire project and for monitoring
inspections and tests performed on the chillers and other new equipment
during and immediately after construction completion. The offer shall
consist of technical and price proposal. A single-phase evaluation
process will be used. The evaluation of proposals will be done on a
Source Selection basis. Final selection will be to the responsible
offeror with the lowest price and technically acceptable proposal based
on evaluation factors established in the Request for Proposal (RFP).
The completion time for this project is 500 calendar days. Standard
Industrialization Code (SIC) is 1542 with a size standard of $15
million. The estimated price for the work covered by this solicitation
is between $1 million and $5 million. This procurement is open to all
business concerns. GSA is issuing this solicitation electronically

Posting System (EPS), http://www.eps.gov. Potential offerors will be
responsible for downloading the solicitation and drawings. It is also
the offerors responsibility to monitor the site for possible amendments
