Corbitt, M.J.CORBITT@larc.nasa.gov. NASA/LaRC plans to issue a Request
for Proposal (RFP) for the Continued Lease of Commercial Off The Shelf
(COTS) general purpose finite element software system for the Center's
UNIX based computer engineering work platforms as well as several
INTEL/NT desktop systems. The software shall be MSC/NASTRAN which is a
version of NASTRAN marketed by the MacNeal-Schwendler Corporation and
shall be a common software system for all computers described below.
This software together with the software currently available at the
Center, which includes COSMIC NASTRAN, EAL, ABAQUS, and STAGS, will
provide the Center with its major source of codes for performing
structural finite-element analysis. NASA/LaRC intends to purchase the
items from MacNeal-Schwendler Corporation under the authority of 10
U.S.C. 2304 ( c )(1) Only One Responsible Source, and no other type of
supplies or services will satisfy agency requirements. The Government
intends to acquire a commercial item using FAR Part 12. An Ombudsman
has been appointed. See Internet Note "B". Interested firms have 15
days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFP.
All qualified responsible sources may submit an offer which shall be
