solicitation/synopsis for a modified commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number
USSS990024 is issued as a Request for Proposals (RFP). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-10. This action is not a small
business set-aside. The SIC code is 3826, and the small business size
standard is 500 employees. Offers shall provide a price proposal for
the following items Item 0001 -- Microspectrophotometer, 1 each. This
system must provide for a smooth, uniform integration of the hardware
and software and have a large range of detection wavelengths to
evaluate various specimens under investigation. OBJECTIVE: The
objective of this requirement is to obtain aMicrospectrophotometer
system with detection from 240nm to 2100nm. FUNCTIONAL CHARACTERISTICS
OF MICROSPECTROPHOTOMETER SYSTEM: Microscope must be of research grade
with reflecting optics with z-axis travel capability of a least 25mm.
Microscope must have the ability to focus to within 1 micron
resolution. Two stages must be provided: -- One appropriate for use
with paper samples -- One rotational in both clockwise and
counterclockwise direction with slide clip with X/Y movement. The
required number of objectives to cover the range of 5x to 50x
(objective magnification) with at least two (2) magnifications between
5x and 50x, for transmission and reflection over the wavelength range
(240nm -- 2100nm). Polarization system including a polarizer,
analyzer, necessary optics, filters, Berek compensator plate and
software. Illuminators to produce illumination from 240 nm to 2100nm.
Detectors for detection from 240nm to 2100nm. Adapter that will allow
the use of external laser illumination. Must be able to perform axial
illumination. Calibration set that will ensure proper measurements over
the systems detection range, 240nm to 2100nm. Five (5) fluorescence
filter sets with excitation ranging from -240nm through -600nm with
emission >~300nm through ~600nm. Standard camera mount. High
resolution image capture system used to capture and store the image of
the sample. COMPUTER SPECIFICATIONS Pentium III, 500 MHz CPU, 64 MB
DRAM, Video card with 4MB RAM, 10 GB hard drive, 1GB removable storage
media back-up unit, 12x CD-ROM drive, 3.5" floppy drive, 56 modem,
Microsoft Intellimouse, Windows '95 keyboard, keyboard and 17" SVGA
monitor. Software must in Windows NT 5, a copy of MS Office 2000, Adobe
Photoshop 5.0 and Adobe Illustrator 7.0. All software necessary to
operate the microspectrophotometer and collect spectra over the
required range. Color coordinate calculation software package. External
writable CD. IR video camera. Color CCD camera. Full color ink jet
printer. INSPECTION AND ACCEPTANCE TEST -- The Government reserves the
right to request a product demonstration at contractor's facility
prior to shipment. Contractor would be required to demonstrate that the
system meets the above listed specifications and requirements. The
Government will conduct an acceptance Test after installation of
equipment. COTR will provide written documentation to the contractor
concerning approval/disapproval of the Acceptance Test. INSTALLATION --
Installation shall be coordinated with COTR. TRAINING -- Contractor
shall provide, at a minimum, three (3) days of on-site training for
five (5) individuals. The training shall be coordinated with the COTR
and shall be conducted within 30 days after installation and/or a date
coordinated between COTR and the contractor. WARRANTY -- Contractor
shall provide a one (1) year warranty on the total system. DELIVERABLES
-- Microspectrophotometer, 60 days after award ; Documentation 60 days
after award. All hardware, software and firmware shall be year 2000
compliant as defined under FAR Part 39. Delivery is FOB Destination
with all freight included in the delivered price. Deliver to: US Secret
Service, Counterfeit Division, 950 H Street, NW, Washington, DC 20001
The following FAR provisions are applicable to this RFP -- FAR
52.212-1, Instructions to Offerors -- Commercial; FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items; FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items; FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items. Offerors must include a signed
copy of the Representations and Certifications with their offers.
Copies of the Representations and Certifications are available on-line
at GSA's web page at www.arnet.gov/far. Offerors shall submit
descriptive literature and drawings detailing features, technical
capabilities and warranty data. Prospective offers must also provide
information detailing past performance in providing similar or like
items, for the past three years, at time of proposal submission.
Offerors technical capability, price and past performance shall be
evaluated. Technical capability shall be evaluated as pass/fail on
above mandatory requirements. Past performance and cost shall be
evaluated in accordance with the procedures in FAR Part 15.305. Award
shall be made to the offer that is most advantageous to the Government
based on technical capability, price and past performance. The
contract specialist will not accept telephone call requests for copies
of the FAR provisions. The Government intends to award a firm-fixed
price contract to the responsible offeror whose proposal, conforming to
the items listed herein, will be the most price advantageous to the
Government. Award will be on an all-or-none basis with respect to the
listed items. All offers, which shall include a technical proposal (to
include past performance), a price proposal, and signed copy of the
Representations and Certifications, shall be mailed to the U.S. Secret
Service,Procurement Division, 1310 L Street NW, Suite 730, Washington,
DC 20223, Attn: Renea Morton, for receipt not later than 3:00 p.m.
Friday, June 18, 1999. Award is anticipated within thirty (30) days of
