Bronson, ann.e.bronson1@jsc.nasa.gov. NASA/JSC plans to issue a Request
for Offer (RFO) for the procurement of two proportional counters. The
neutron insensitive proportional counter design will be based on the
2-inch detectors recently fabricated for the Space Station Equivalent
Proportional Counter (TEPC) dosimetry system but will have
approximately the dimensions of the "1 inch" detectors used in a recent
shielding experiment on the Space Shuttle. The Contractor shall develop
counters, one with sensitivity to both neutrons and charged particles,
and the other to just charged particles. This approach should allow
the separation of charged particle and neutron contribution of the dose
and dose equivalent. The counters must be suitable for certification
for Shuttle Flights. NASA/JSC intends to purchase the items from Dr.
Les Braby, of Texas A&M University, College Station, Texas. The
proposed vendor is the only one currently able to develop these types
of devices. Dr. Braby has the capability and can provide the required
expertise, as he was the original designer and developer of such
detectors. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been
appointed. See Internet Note "B". Interested firms have 15 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFO.
All qualified responsible sources may submit an offer which shall be
