to issue a Request for Quotation (RFQ) for a NASA FRASTAscope to
include 6x6" X-Y stage assemble with 0.1 micron non-contact encoders
directly attached to the stage for better position accuracy and
repeatability; 6" theta stage with upgraded precision and load
capability; 6" Z-stage with counter balance assembly and heavy duty
optical nosepiece for precision movement of confocal optics; digital
multi-axis readout system displays X-Y positions that can be used to
indicate the current position to be used for distance measurements;
upgraded thermally stable table; software upgrade to include more
accurate topography characterization; enhanced FRASTA display, new
capability in FFT analysis and surface topography; and full setup and
testing at NASA LaRC within 16 weeks of order. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/LaRC intends to purchase the items from SRI International, Menlo
Park, CA, unique supplies available from only one source. The
FRASTAscope was invented, designed, and built by SRI for the purpose of
performing research associated with the characterization of fatigue and
fracture processes. The machine incorporates unique computer software
with laser confocal microscopy that allows the three-dimensional
reconstruction of crack fracture surfaces. No other company is capble
of performing the required hardware/software modifications. The
Government intends to acquire a commercial item using FAR Part 12.
Interested firms have 10 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
10 days or without the required information will be considered
non-responsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a fulland open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
