The solicitation number is 1PI-R-1346-99 and this solicitation is issued as an SAP Request for Proposal (RFP). Item 0001 -- Leather, Hide size: 50-55 square feet minimum average per dyelot. Grain: Lightly corrected. Dye: 100% aniline dyed Finish: Semi-aniline durable, breathable protective finish, Maximum of 5 coats of finish applied to the surface of the leather. Weight: 2.50 -- 2.75 per square feet, Thickness: 1.0mm -1.1mm throughout the entire hide, Grain Texture: Slightly raised, uniform grain throughout the entire hide, Surface Appearance: Hides must be free of any wrinkles, creases or folds of any kind, Yield: 80%-85% minimum cutting yield. The main cutting area must be free of any defects or natural markings, The surface must be smooth and the leather very supple. A full hide sample will be required for approval, light Fastness(AATCC Method 16, Option E.) -- 72 hours, Crocking (ASTM-D-5053): Dry; Class 4 Wet: Class 4, Abrasion ASTM-D-3884):1,000+ cycles, Flex: (ASTM-D-2097) 60,000 cycles, Breaking Strength (FTMS 311, Method 2031): 150 Lbs., Elongation (FTMS 311, Method 2031): 30%-50% at 50 lbs. Cal 117. Period of performance is date of award through five (5) years thereafter. Offerors are advised that the Government intends to evaluate proposals and award on an all or none basis. Delivery acceptance is 15 days after receipt of each delivery order for under 150 sq ft and 30 days after receipt of delivery order for over 150 sq ft. Leather will be purchased by the square feet. Minimum order is one 1 full hide or 50sq ft., Maximum order is 8,000 sq ft per color per delivery order. Variation in quantity is + or -- 5% of total order. The successful Offeror shall provide 4"x6" Master samples of each color to each of the facilities listed above. All Offerors shall submit a minimum of fifty (50) colors from which UNICOR will select approximately 40 standard colors. Of the sample colors submitted there must be the following: Burgundy, Hunter Green, Black, Light Blue, Dark (Navy) Blue, Light Brown, Dark Brown, Two white or cream colors. Quick ship colors may also be selected at anytime. All quick ship colors will require 15 days delivery. The quick ship colors are: black, blueberry, burgundy and hunter green. The stocking will be done at offerors facility. This is a best value past performance procurement.
