Even though a solicitation has one been issued yet, issuance should occur within the next few days. The USPS has been implementing a successful retail program through the select post offices and other outlets nationwide. For the this year's Back to School and Holiday drive periods, the successful offeror will: 1) develop, produce and deliver paper goods for resale, and 2) provide retail technical services. Items produced will be customized with art from a pre-determined set of stamp images. In addition, they should be manufactured in the USA, exclusively for the USPS. Technical services will include: retail planning, developing Point of Purchase (POP) materials, conducting market research, and product performance analysis.
