Westinghouse Savannah River Company (WSRC), Management and Operating
contractor for the U.S. Department of Energy's (DOE) Savannah River
Site (SRS) located near Aiken, South Carolina, is seeking expressions
of interest from potential subcontractors for the design, fabrication,
testing and operation support of a vitrification facility to stabilize
an actinide solution of Americium and Curium. The fabricated equipment
will be installed in a heavily shielded, remotely operated facility at
SRS because of the intense radiation source of the material.
Demonstration of capability to meet and conform to the following
minimum criteria will be required. If teaming with other organizations,
indicate the capabilities of each team organization and provide
information relating to successful prior teaming experience if
applicable. An in-house laboratory capable of glass formulation,
materials properties determination, and vitrification process control
is required. All engineering is to be performed at the subcontractor's
facility or through partnership with WSRC. Design solutions will be
based on proven technology. Firms will be required to have the
capability and experience related to the following elements: (1) The
vitrification process will utilize induction-heating coil melter
systems. It will require control and monitoring of heating and cooling,
weight determination during glass pours as well as weight determination
and accountability of vitrified cylinders. Demonstration of ability to
integrate multiple systems will be required. (2) Produce drawings
using 3-D Computer Aided Design and Drafting (CADD) techniques. Use 3-D
model to demonstrate remotability operations. (3) Design and
fabrication of piping shall conform to ASME B31.3; Pressure vessels
shall conform to ASME Section VIII. (4) Design structural steel,
support racks conforming to AISC code requirements. Perform dynamic
seismic analysis with SRS site specific response spectra. (5) The
process components will need to be remotely operable and removable. The
development of this detail will require machine design experience as
the tolerances are close and operational space is limited. Layered 3-D
CADD ability and experience will be required. (6) The process
equipment will be operating in a highly radioactive environment.
Radiological evaluation to determine the useful life of the components
will be required. Experience in this area is desirable. (7) The
operation would require remote access and handling of components such
as valves, canisters, remote equipment, as well as Hanford connectors
and SRS specific Swagelock Daisy Wheel connectors. This will require
appropriate tools. Firms must have fabrication capability at their
facility and demonstrate a proficiency to fabricate and weld Stainless
Steel, precious metals (e.g., platinum/rhodium) and ceramic,
particularly for small-scale size members using close tolerances.
Individual components may be subcontracted to a lower tier, but final
assembly must be at the prime subcontractor's facility. Appropriate
ASME certification will be required. Firms must have full scale testing
capability to assure remote assembly and operation of the equipment.
This includes overhead crane for installation and other remote
operation equipment including remote operator manipulator (may be
loaned from SRS) for simulation. Consulting services will be required
for a minimum of one year. The prime subcontractor must be ISO 9000
qualified or must have a Quality Assurance program approved or capable
of being approved by WSRC. A Cost Type Subcontract is contemplated.
The Expressions of interest must be received by WSRC on or before June
