Request for Offer (RFO) for a research and development effort to
advance the systems technology of electrostatic (ion) propulsion power
processing, beyond the state-of-the-art NSTAR technology. Technology
efforts in this program are intended to address these limitations and
enable the design of high-performance, high-power, ion propulsion
systems. This program, then, provides for the design and demonstration
of simplified, high-efficiency, light-weight PPU technologies for 5
kW-class ion propulsion systems. The desired result is an ion PPU
design that can be expected to operate at high power (less than 5 kW)
and high efficiency (greater than 92%), while yielding a low mass (less
than 15 kg flight-packaged PPU, less cabling). Approaches which reduce
the manufacturing costs via reduction in parts count and incorporation
of simplified power processing schemes, while maintaining low mass and
volume are expected. The anticipated contract effort will contain a
base phased followed by two option phases. The base phase is expected
to last 1 year, the option phases are expected to last 1 and 2 years
respectively. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. It anticipates issuing a Midrange
solicitation using best value criteria. The SIC Code and Size Standard
are 8731 and 500 employees, respectively. The DPAS Rating for this
procurement is DO-C9. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-11. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about June
2, 1999 with an anticipated offer due date of on or about July 12,
1999. An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
