Contracting Officer (202) 606-8233. The Institute of Museum and Library
Services (IMLS), an independent Federal grant-making agency, invites
proposals for the development and implementation of an evaluation plan
to assess the effectiveness of its Professional Services Program (PSP)
in meeting its legislated goals. A single contractor will be selected
for this firm fixed-price contract which will be conducted in two
phases. Phase I will involve development of the evaluation plan to be
approved by the Director, IMLS, no later than twelve weeks after
contract award. The approved plan will describe the proposed
methodology for conducting a detailed examination of existing PSP
policies and procedures which will lead to a contractor-developed
recommendations that detail the means, methods, and changes necessary
to improve the ability of IMLS to meet its program objectives. Phase II
will be a complete analysis and evaluation of the Professional Services
Program using the plan prepared in Phase I. This phase will result in
a written analytical report describing the findings of all interviews,
surveys, research, examinations, studies, reviews, and other elements
contained in the Phase I evaluation plan with appropriate
recommendations for improved support to the nation's museums. It is
anticipated that the contract period will extend from approximately
September 1, 1999 through June 30, 2000. The solicitation package,
IMLS-99-PSP, will be available on June 11, 1999 and offers are due to
be submitted by the close of business on July 8, 1999. The National
Endowment for the Humanities (NEH) provides contracting support for
IMLS, and all REQUESTS FOR COPIES OF THE SOLICITATION MUST BE IN
WRITING AND RECEIVED at the National Endowment for the Humanities, 1100
Pennsylvania Avenue, NW, Room 202, Washington, DC 20506, BY JUNE 11,
1999. Two (2) return mailing labels must be enclosed with requests.
