issue a sole-source Request for Quotation (RFQ) for analytic support
and community outreach for NASA's international activities for a
6-month period. This effort will result in expert policy analysis on
issues of emerging interest to NASA, and follow-up workshops where
knowledgeable professionals from NASA and the international
affairs/foreign policy community come together to discuss the results
of the analysis. Specifically, the Contractor shall be required to
identify developments in European integration that could have an impact
on goals, organization, and content of European civil space activities
and consequently on U.S. cooperation with Europe. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/HQ intends to purchase this service from Space Policy Institute,
George Washington University. The authority is only one responsible
source 10 U.S.C.23049(c)(1). Space Policy Institute, George Washington
University, is uniquely qualified to provideanalytic support and
outreach to the foreign affairs, academic and aerospace communities.
They are the only space policy analysis group in the world based in a
university school of international affairs. The Institute, and its
Director, have long-established contacts throughout the European space
community, and have demonstrated competence in the analysis of
international space affairs. The Space Policy Institute employs
graduate students whose program focus is in the international field.
They focus their program of studies on the international aspects of
space activity. The Space Policy Institute has both the historical
perspective and the awareness of emerging issues necessary for the
required analysis. The Government intends to acquire a commercial item
using FAR Part 12. Interested firms have until June 14, 1999, to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after June
14, 1999, without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
