Department of Veterans Affairs is seeking sources to provide a
comprehensive certification program. This proposed contract will
provide for the comprehensive certification by an external accrediting
body, of the geographically dispersed elements of the VA's centrally
directed biomedical Research and Development program. The accrediting
body will develop and implement an accreditation program for the 150 VA
medical centers (VAMC) engaging in biomedical research in order to
ensure that the VA Research and Development program is administered
efficiently and in compliance with Federally mandated standards for
human research, animal research, laboratory safety and fiscal
accountability. Each participating VAMC will be given an accreditation
team site visit at least once every three years. Therefore, about 50
VAMC's with research programs will be visited each year of the
contract. The site visit will certify that: (A) The Research and
Development programs at the VAMC's are administered efficiently and in
compliance with VA policy and other Federal mandates. (B) The Research
and Development programs at the VAMC's are providing the best possible
facilities and equipment for the conduct of research. (C) The Research
and Development programs at the VAMC's appropriately communicate with
the Network Office and the Headquarters Office of Research and
Development. (D) The Research and Development programs at the VAMC's
effectively manage research risk. The proposed contract will be
effective for Twelve (12) months for the date of award with 3 or 4
Option-Year periods. The per unit participation fee covers the total
cost for each year the VA unit participates in the certification
program. Included in the fee must be all cost of the accreditation
process, routine inspection visit, option years intervals to the
respective VA medical center facilities, and services that must be
required, subject to an interim fee. The names, credentials and
curriculum vitae of the key personnel in charge of the certification
process should be submitted for review and verification that the
certification body has the resident expertise to perform the scope of
work. Firms that are interested in providing this type of service
should respond in writing to include samples similar to this
requirement currently in effect. Response should be submitted by mail
