R -- PROFESSIONAL AND ADMINISTRATIVE SUPPORT SERVICES POC POC: Eric Ottinger, Contracting Officer, (703) 604-4622, CBD Reference Number: BMDO 99-10 The Ballistic Missile Defense Organization (BMDO) intends to award a sole source, 20 month, bridge contract to ARIST Corporation, a division of EER Systems Inc. This effort is a continuation of effort under current contract HQ0006-94-C-0022 for support to the BMDO Program Operations Deputate (PO) in the areas of: (1) planning and control support for Theater Missile Defense, National Missile Defense, Family of Systems, and BMD Technology; (2) the OSD Planning, Programming, and Budgeting System; (3) independent program cost, schedule, and technical assessments; (4) DoD financial systems including MOCAS, WAAS, and DJAS; (5) resolution and reconciliation of financial obligation and disbursement issues including interface with the Defense Finance and Accounting Service; (6) and Visual Product Information Center support. The anticipated period of performance is September 16, 1999 to the date when BMDO moves to a single consolidated facility, which is anticipated to be April 2001. In view of the contractor's role in program assessment there is a strict organizational conflict of interest restriction prohibiting the contractor from participating as a prime contractor or subcontractor in sensitive BMD and BMDO related contracts. Essential capabilities provided under the contract include; (1) a 20,000 sq. ft. support facility close to the BMDO/PO facilities in Crystal Square 2, (2) a LAN compatible with the BMDO LAN, (3) classified storage, and (4) a "War Room" with display capabilities adequate to support high level decision making. It is anticipated that a competitive award for follow-on support will be awarded concurrent with the move to the Navy Annex, at which point all facilities will be provided by the government. Award will be made pursuant to 10 U.S.C. 2304(c)(1), only one responsible source, based on a determination that no other source can provide these capabilities without unacceptable cost and unacceptable disruption to essential services.
