ON-SITE LIAISON SERVICES IN SUPPORT OF THE C-5 PROGRAM DEPOT MAINTENANCE LINE AT WARNER ROBINS AIR LOGISTICS CENTER Under authority of 10 U.S.C 2304 (c)(1) and FAR 6.302-1, Defense Supply Center Richmond (DSCR) intends to award a firm fixed price contract for commercial services to Lockheed Martin Logistics Services, Inc. (LMLS) for On-Site Liaison Services in support of the C-5 Aircraft Program Depot Maintenance Line at Warner-Robins Air Logistics Center (WR-ALC). The On-Site Liaison Services are presently performed by LMLS as part of Contract SP0400-98-D-9401, an indefinite quantity supply and time-and-materials services contract. That contract requires LMLS, upon receipt of delivery orders, to provide parts support to WR-ALC for 2307 C-5 spare parts and to perform associated logistical support. The logistical support includes program management services, on-site liaison services and information technology management. The program management services include tracking performance of delivery orders and providing status updates to DSCR. The on-site liaison services include providing status of individual delivery orders to WR-ALC, computing contract performance measurements, researching and resolving technical and quality issues relating to C-5 spare parts, and other on-site customer support. The information technology management includes extracting information from EDI transactions, legacy systems databases and LMLS information resources to assess status of performance and providing on-line access to the status. Contract SP0400-98-D-9401 expires on June 30, 1999. DSCR anticipates approximately 1400 delivery orders, covering approximately 500 different spare parts, will remain outstanding when the contract expires. Contract SP0400-98-D-9401 was intended to help support the spare parts and logistical services needs for C-5 program depot level maintenance mission until DSCR was able to award a broader, more comprehensive contract for integrated supply chain management for the C-5 aircraft. DSCR anticipates such a "virtual prime vendor" contract will be in place by March 2000. Delivery orders placed against Contract SP0400-98-D-9401 are expected to satisfy the projected March 2000 demand for the spare parts under Contract SP0400-98-D-9401. DSCR, however, still requires on-site liaison services for the July 1999 to March 2000 period. The liaison services required include coordinating with suppliers performing outstanding delivery orders to ensure performance; resolving issues relating to technical data for the various spare parts; providing status on outstanding delivery orders via on-line access; measuring contractor and subcontractor performance under Contract SP0400-98-D-9401; managing backorders; and providing technical assistance for consumable items. LMLS is the only known source capable of performing these on-site liaison services for this time period. Interested contractors, who are fully capable of providing these on-site liaison services beginning on July 1, 1999, are invited to submit a qualification package. At a minimum, the package must demonstrate that by July 1, 1999 the contractor will be able to: (1) coordinate with suppliers performing outstanding delivery orders; (2) possess the technical expertise necessary to resolve technical data issues for C-5 spare parts; (3) access EDI transactions, legacy systems and LMLS information resources sufficient to provide status and measure performance of outstanding delivery orders; (4) have a fully operational system allowing on-line access to performance status. However, all qualification packages received before June 11, 1999 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
