Sources Sought Notice. The Navy, through the Fleet and Industrial
Supply Center (FISC) Norfolk Detachment Philadelphia, is conducting
Market Research to seek regionally accredited Colleges or Universities
or Consortia of Colleges and Universities capable of providing
instructor delivered courses at all academic levels for U.S. Navy
active duty Sailors aboard ships at sea. Course offerings must include
Academic and Developmental Skills, Lower Division Undergraduate, Upper
division Undergraduate, and Graduate Level. All classes must ultimately
lead to an Associate, Baccalaureate, or Graduate Degree from the
offering institution(s). Desired degree programs include, but are not
limited to, Associate/Baccalaureate Degrees in Liberal Arts/General
Studies, Business, Management, Computer Technology, Technical
Specialties, and Law Enforcement. All Graduate Level courses offered
should lead to the award of a Masters Degree in one of the following
career fields: Business Administration, Public Administration, or
Computer Information Systems. Colleges and Universities desiring to
participate by offering Undergraduate courses must be members of the
Servicemembers Opportunity College (SOC) or the Servicemembers
Opportunity College Navy (SOCNAV) Network or be willing to become a
member of SOC by contract award date. Academic Institution or
Consortium chosen must be able to provide fully qualified instructors
worldwide, sometimes with less than one week's notice. Instructors must
meet all qualifications required to teach on the Institution's Home
Campus and must be physically qualified, as determined by the U.S.
Navy, to deploy with the ship on which they are assigned. Instructor
assignments could be from six weeks to six months or longer.
Instructors are required to work in cramped, confined quarters and must
be able to tolerate noises and fumes indigenous to shipboard life.
Instructors must also be fit enough to work in locations where medical
services are not readily available. The number and level of courses
available for ordering must be commensurate with the requirement to
provide the full degree programs listed above. Courses must be
available in both the General Education and major areas. Transcripts
must indicate course credit was earned as a Resident College Course and
must not indicate the coursework was completed through any type of
Distance Education Program. Expectations are that approximately 2000
courses, generally on the Undergraduate Level, would be delivered each
