to provide and install the Super Guppy Shipping Fixture (SGSF) Storage
Building, a 4,800 sq. ft. (40 foot x 120 foot) metal building. Two-six
ton critical lift gantry cranes which run on the same set of rails is
included. Also in the base bid is the Neutral Buoyancy Laboratory
(NBL) Mock-Up Laydown Area (25,000 sq. ft.), an 8,000 sq. ft. concrete
driveway, storm drainage and perimeter lighting One of the following
four alternates will be awarded: Alternate I -- NBL Mock-Up Building
(100 x 200 sq. ft.) with center column. Alternate II -- NBL Mock-Up
Building (130 x 150 sq. ft.) with center column. Alternate III -- NBL
Mock-Up Building (100 x 200 sq. ft.) without center column. Alternate
IV -- NBL Mock-Up Building (80 x 225 sq. ft.) without center column.
The contractor will be responsible for obtaining any and all necessary
City of Houston building permits and inspections. This project is open
to both large and small business concerns and will be conducted under
the Small Business Competitiveness Demonstration Program using the NASA
Midrange selection procedures. The price range of the project is
between $500,000 and $1,000,000. The SIC Code and Size Standard are
1541, General Contractors -- Industrial Buildings and Warehouses, and
$17.0 million average receipts for the past three years respectively.
The DPAS Rating for this procurement is DO-C2. The provisions and
clauses in the IFB and model contract are those in effect through FAC
97-11. The anticipated release date of the IFB is on or about June 16,
1999 with an anticipated closing date of July 21, 1999. The contractor
will be required to commence work and complete the project within 210
days after written notice to proceed. All responsible sources are
encouraged to submit an offer which shall be considered by the Agency.
An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
