of Energy (DOE) seeks sources with the capability of manufacturing
Transuranic Package Transporter -- Model II (TRUPACT-II) shipping
containers for the transport of contact-handled (CH) transuranic (TRU)
waste from various Department of Energy sites to the Waste Isolation
Pilot Plant (WIPP) in Carlsbad, NM. The TRUPACT-II is an NRC licensed
Type B shipping container. Fifteen (15) Nuclear Regulatory Commission
(NRC) certified TRUPACT-II containers have been built. Design
specifications will be provided to Offerors. DOE intends to issue an
RFP for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
The DOE may award a single delivery order contract or award two
delivery order contracts for the same or similar supplies. If a single
delivery order contract is awarded, the contract shall require the DOE
to order and the contractor to furnish at least twelve (12) shipping
containers and, if and as ordered, the contractor to furnish any
additional quantities, not to exceed a stated maximum of sixty-six (66)
shipping containers. If two delivery order contracts are awarded, the
contracts shall require DOE to order and the contractors to furnish at
least six (6) shipping containers each and, if and as ordered, the
contractor to furnish any additional quantities, not to exceed a stated
maximum of sixty (60) shipping containers. It is DOE's intent to
acquire the first twelve (12) shipping containers, and have the
remaining requirements acquired by DOE selected carrier contractor(s)
at the prices, terms, and conditions negotiated in the DOE IDIQ
contract. The solicitation will contain a Qualification Requirement
that the manufacturer of the TRUPACT-IIs must have an NRC approved
Quality Assurance (QA) Program prior to contract award. This approved
QA program must include: design, fabrication, assembly, testing,
procurement, maintenance, repair, and modification. The TRUPACT-IIs
will be delivered F.O.B. to the WIPP site, Carlsbad, NM. DOE plans to
inspect the manufacturing facilities of companies prior to award. If
