The U.S. EPA National Risk Management Research Laboratory intends to negotiate on a sole source basis with TSI, Inc. for the procurement of an aerodynamic particle sizer with software and aerosol diluter. The instrument shall operate semi-continuously using principles of both time-of-flight and light scattering measurements. In addition, the instrument shall be compatible with an existing TSI Model 3934 Scanning Mobility Particle Sizing System with CPC Model 3022 that counts and sizes particles in the range of approximately 0.001 to 1.0 micrometers diameter. The new system shall overlap and extend measurement capabilities beyond 1.0 micrometers. EPA source research indicates that TSI, Inc. is the only vendor capable of meeting these requirements. However, any firm believing itself capable of meeting the requirements may submit technical documentation to demonstrate its potential of doing so. Otherwise, EPA will proceed to negotiate with TSI. This acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures. The proposed purchase order is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotations. An RFQ will not be issued. However, all quotations received within 15 days after the date this synopsis is posted electronically will be considered by the Government. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
