The Officer in Charge is SEEKING QUALIFIED SOURCES to solicit for the
recycling of septum plates with wool felt attached, including the
containers to put the material in under an as-yet unnumbered
solicitation. The work shall include: providing containers (roll-off
type, 20-40 cubic yard capacity, crane capable) equipped with lockable
metal canopy's to prevent physical access to the bin's contents for
the Government to fill with PCB contaminated septum plates with wool
felt attached. The Contractor must have the proper permits required to
remove and dispose of this material. The waste stream is designated as
a combination waste. It is above 50 ppm PCB and it fails Toxic
Characteristic Leachment Procedure for Chrome. Therefore, Hazardous
Waste regulations and TSCA PCB regulations must be met in the disposal
of this waste. If a disposal technology other than those identified in
40 CFR 761.65 is used (i.e., incineration), a permit for an laternate
disposal method is required. A copy of the permit verifying the
suggested technology will be required to be provided to the Government.
Septum plates and wool felt have been removed from various
ships/submarines as part of the dismantlement process. The septum
plates are typically mild steel with an average thickness of 1/4 inch
and average weight of 10.2 lbs/ft2. Some of the septum plates are
aluminum, or Glass Reinforced Plastic (GRP). Wool felt is impregnated
with a non-drying, thermal resistant resin, which is high in PCBs and
over years of use has leached into the pores of the septum plates. The
wool felt was also spiked with chrome which requires its disposal in
accordance with Hazardous Waste regulations. Sound Damping 'Wool' felt
specifications are identified by Military Specification MIL-G-20241D,
Gasket material, Wool Felt, Impregnated, Adhesives,
Pressure-Sensitive. Estimated yearly generation is approximately
180,000 lbs. If interested, submit a statement of qualifications citing
applicable capabilities and experience no later than 15 days from
publication of this notice. Your submittal shall be limited to no more
