Architect-Engineer (AE) Title II Construction Surveillance and
Inspection, and Other Investigative Services at Cheyenne Mountain Air
Station in Colorado Springs, Colorado. This proposed acquisition is
being considered as a 100 percent set-aside for historically black
colleges and universities (HBCUs) and minority institutions (MIs), as
defined by the clause at 252.226-7000 of the Defense Federal
Acquisition Regulation Supplement. Interested HBCUs and MIs should
provide the contracting office as early as possible but not later than
15 days after this notice, evidence of their capability to perform the
acquisition, and a positive statement of their eligibility as an HBCU
or MI. If adequate response is not received from HBCUs and MIs, the
acquisition will be issued, without further notice, as unrestricted.
Therefore, replies to this notice are also requested from any
interested AE firm. An indefinite delivery, indefinite quantity (IDIQ)
contract is anticipated through this announcement. The required AE
services include a broad variety of investigative studies. AE services
required may include field investigations, recommendations, studies,
reports, conceptual solutions, cost estimates, calculations,
measurements, metering, testing, inspections, product research,
evaluation of contractor proposals, shop drawing review, and
construction inspection and presentations to coordinating agencies. It
is anticipated that at least the following disciplines or areas of
expertise may be required: architecture, interior design, site
planning, civil, landscaping, structural, mechanical, electrical,
roofing, seismic, sanitary, fire protection, corrosion, soils, radio
frequency interference (RFI) and electro-magnetic pulse (EMP)
shielding, energy management and control systems (EMCS), power
distribution and construction inspection. Some personnel from the
contractor's firm or their consultants may be required to obtain a DOD
security clearance and it may be necessary that facilities of the
contractor or their consultants comply with DOD security requirements.
HBCUs, MIs, and AE firms which meet the requirements described in this
announcement are invited to submit the following in original and one
copy: (A) Standard Form 254, Architect-Engineer and Related Services
Questionnaire, (B) Standard Form 255, Architect-Engineer and Related
Services Questionnaire for Specific Project. Include with the Standard
Forms 254 and 255 a cover letter specifically addressing each of the
below listed criteria in sequence. The evaluation criteria for
selection in relative order of importance are: (1) Specialized
experience and technical competence for the type of work required; (2)
Professional qualifications necessary for the satisfactory performance
of the required services; (3) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules; (4)
Professional capacity, experienced in-house personnel, to accomplish
the work in a timely manner; (5) Location in the general geographic
area of the project and knowledge of the locality of the project; (6)
Volume of work previously awarded to the firm by DOD; (7) Other to
include any additional information on why your firm should be
considered for this acquisition. The selection criteria carry the
following weight; criteria 1 is greater than criteria 2 through 7,
criteria 2 and 3 are equal in weight and greater than criteria 4
through 7, criteria 4 through 6 are equal in weight and greater than
criteria 7, and criteria 7 is less than criteria 1 through 6. Failure
to provide the information in criteria 1 through 7 may result in
disqualification of the firm. The top three firms chosen by the final
selection board may be required to participate in a personal interview
and make a technical presentation to the final selection board. The
interview and presentation will occur at Cheyenne Mountain Air Station,
Colorado. Delivery orders against the IDIQ contract will be issued as
projects are identified. No delivery order may exceed $299,000.00. An
exception to this limitation is the initial delivery order to start the
contract. This delivery order may exceed $299,000.00, but can be no
more than the maximum limitation of the contract ($750,000.00 per
year). The contract will be for one year with a maximum of $750,000.00.
The Government may, at its option, extend the term of the contract for
four additional one-year periods at $750,000.00 per year. There is a
minimum guarantee of $5,000.00 for the initial year of the contract. No
minimum guarantees are included for the option periods. This is not a
Request for Proposal (RFP). Responses and submittals must be received
before 2:00 P.M., Mountain Time, on 9 July 1999. Failure to complete
the Standard Forms 254 and 255, provide the additional information
requested or to provide the information on or before the specified time
