synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested, and a written
solicitation will not be issued. (a) It is request for quotation number
99HQQQ0165. Any amendments to this solicitation will be published only
in the CBD; (b) this solicitation applies and incorporates provisions
and clauses in effect through Federal Acquisition Circular 97-11; (c)
This acquisition is for Lotus Domino R.5 system administration
training for NT and UNIX operating systems; (d) the line items and
quantities are as follows: Line Item 0001 Implementing a Domino
Infrastructure (R.5) with "client" topics deleted, one class of up to
15 people; Line Item 0002 Maintaining a Domino Infrastructure (R.5)
with "client" topics from "Implementing" course inserted, two classes
of up to 15 people each; (e) Line Item 0001and 0002 shall be delivered
FOB destination to the U.S. Geological Survey, Denver Training Center,
Denver, Colorado with one each of Line Item 0001 and 0002 delivered by
June 18, 1999, and one each of Line Item 0002 delivered by June 25,
1999; The course content shall be the same or substantially equivalent
to that approved by Lotus. (f) The offeror is advised to include a
completed copy of the provision at FAR 52.212-3 Offeror Representations
and Certifications-MAY 1999 with its offer. As an addendum to this
solicitation, a copy of FAR 52.212-3 and 52.225-1 is available from the
Contracting Officer in addition to the full text version of the
following provisions and clauses; (g) The following FAR provisions
apply to this solicitation: 52.212-1, Evaluation-Instructions to
Offerors-Commercial Items-AUG 1998, 52.212-2 Evaluation of Commercial
Items (JAN 1999) [The Government will award a contract resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be mostadvantageous to the Government, price and
other factors considered. The following factors, which are all equal in
importance, shall be used to evaluate quotations: Factor 1. Experience
in Providing Lotus Domino System Administration training for NT and
Unix. Factor 2. Technical Approach -- Ability to teach Lotus Domino
System Administration for NT and Unix in a USGS facility as hands-on
classes as face-to-face classes. Factor 3. Proposed Instructors have
attained Certified Lotus Instructor status. Factor 4. Capability to
deliver on time. Factor 5. Past Performance -- please provide three of
your most recent references for this type of training. Experience,
technical approach and past performance, when combined, are
significantly more important than cost or price; (h) 52.212-4 Contract
Terms and Conditions-MAY 1999 and the following additional FAR clauses
which are cited in clause FAR 52.212-5 Contract Terms and Conditions
