synopsis for the development of "Seepage Monitoring Software" (software
program) in accordance with FAR Part 13 Simplified Acquisition
Procedures. The software and associated deliverable will help to meet
the goals of the National Dam Safety Program Act by providing dam
owners with software that can be used in collecting and storing data
from piezometers, weirs, reservoir level gages and other dam
instrumentation. The software shall also be a tool in performing
limited analysis of data and provide graphical outputs of the data. The
software shall also be used to assist regulators in evaluating such
data. This acquisition is set aside exclusively for small business
concerns. A statement of work for development of the "Seepage
Monitoring Software" is available. The software must meet the
requirements set forth in the statement of work specification. The
Federal Emergency Management Agency will have ownership rights of the
software, including source code, and the Association of State Dam
Safety Officials will serve as the distributor of the software to dam
owners. Final Deliverables for the "Seepage Monitoring Software"
project shall include as follows: (1) software and full documentation;
(2) demonstration of the software at the annual Association of State
Dam Safety Officials Conference in 1999 or 2000, depending on date of
project completion; and, (3) software support and technical assistance
for one year after award of the purchase order. QUALIFICATIONS OF
OFFERORS: Offerors for this requirement must be small business
engineering firms with a license to offer and practice engineering in
the United States or its territories. Eligible small businesses may
form joint ventures with computer software development firms. An
eligible bidder shall have at least ten (10) years of experience in dam
safety engineering. The Standard Industrial Classification Code (SIC
code) is 7373. EVALUATIONS OF QUOTATIONS: The Government will award a
firm-fixed price purchase order to the contractor that submits the
best-valued proposal to the government. Price and related factors
considered. The following evaluation factors will be used to select the
best proposal: (1) Experience, capability, knowledge and qualifications
of all proposed technical personnel to be working on the project; (2)
understanding of the performance-based specification for the
development of the "Seepage Monitoring Software;" (3) past experience
in doing work in the development of computer software; (4) capability
to demonstrate the software at the annual Association of State Dam
Safety Officials Conference to be held in year 1999 or 2000; and, (5)
the ability to provide requested technical support and assistance on
the software one year after software development has been completed.
The Government reserves the right to negotiate with firms that submit
the best proposals. The Contracting Officer shall discuss with
contractors their weaknesses, deficiencies, and other aspects of their
proposals that could be altered to enhance materially the
proposals'potential for award. After discussions, the contractors will
be required to submit to the Government a "best and final" offer.
Please also note that the Contracting Officer reserves the right not to
open up discussions, but to make an award based on the initial proposal
that is considered to be the best value for the Government. However, if
the Contracting Officer chooses to negotiate, then discussions shall
take place with highly qualified firms. As stated above, this is a 100%
Set-Aside for Small Business Concerns. To obtain a copy of the request

RFQ #EMW-1999-RQ-0055. All requests are due on or before June 4th, 1999
at 4:30 PM. Along with your request, in order to prepare the official
