labor, materials and equipment to quantify U.S. Army advertising
communications effectiveness. As a minimum, advertising effectiveness,
as it relates to Army awareness and Army image tracking, shall be
quantified in different regions of the country. Requirements entail: a)
Developing questionnaire design and sampling plan; b) Collection of
data to test survey design and collection methodology; and c) Data
collection and reporting. Contractor shall obtain approval for the
questionnaire design and sampling plan from the Office of Management
and Budget (OMB) prior to its use. Contractor shall, as a minimum, have
experience in advertising effectiveness research and a sufficient
number of Computer Aided Telephone Interview (CATI) stations to meet
sampling requirements. Contractor will be selected on the basis of
"best value" for the Army from evaluation factors listed in the
solicitation. Contract period will be from 1 September 1999 through 31
August 2000 with four one- year options, at the Army's discretion, to
extend the contract through 31 August 2004. Only written solicitation
