The Program Support Center (PSC) is a fee for service administrative agency that performs various administrative, financial and logistical services for agencies of the Department of Health and Human Services, as well as other departments throughout the Federal Government. PSC intends to award Indefinite-Delivery/ Indefinite Quantity (IDIQ) task order contracts to provide assistance to their client agencies with reoccurring programmatic requirements. These services may include program and policy assessments, evaluation design studies, technical assistance and performance measurements. Since these contracts may be utilized by various departments within the Federal Government, a wide range of experience and qualifications may be beneficial. Emphasis, however, will be placed on the organizational experience and staff qualifications of Offerors in the area of education, including preprimary, elementary/secondary, vocational education, postsecondary, adult education, vocational rehabilitation and international education. Multiple awards are anticipated. This solicitation is full and open to all offerors, however small disadvantaged businesses (SDB's) are strongly encouraged to submit proposals. The Government intends to include an evaluation factor regarding SDB participation. The anticipated period of performance is five years.
